ATTENTION!
- The arrival of a foreign citizen in the Russian Federation for the purpose of treatment under the conditions of the restrictions adopted by the Russian Federation, taking into account the current epidemiological situation, it is advisable to consider as an urgent need for the provision of highly qualified assistance by medical personnel of medical institutions of the Russian Federation.
- For the provision of false information by a foreign citizen to obtain a permit to enter the territory of the Russian Federation for the purpose of treatment, as well as the provision of forged documents confirming an invitation for treatment in medical institutions of the Russian Federation when crossing the state border of the Russian Federation, criminal liability is provided in accordance with Article 322 of the Criminal Code of the Russian Federation " Illegal Crossing of the State Border of the Russian Federation ”.

- A foreign citizen must choose a medical organization to receive medical services. Please note that the form of ownership of a medical organization does not matter. A foreign citizen has the right to apply to both medical organizations of the state health care system and the private one.

- Currently, the following procedure for processing documents for entry into the territory of the Russian Federation is in force:
a) for citizens of foreign states in respect of whom a visa-free regime is in effect , in conditions complicated by this epidemiological situation associated with a new coronavirus infection (COVID-19), in accordance with paragraph 1 of the order of the Government of the Russian Federation "On Amending the Orders of the Government of the Russian Federation No. 635-r of March 16, 2020 and of 27 March 2020 No. 763-r "dated June 6, 2020 No. 1511-r, a foreign citizen has the right to enter the Russian Federation for the purpose of treatment, provided that they present valid identity documents recognized by the Russian Federation in this capacity, and a visa either in a visa-free manner in cases stipulated by international treaties of the Russian Federation, as well as documents (copies of documents) issued by a medical organization, confirming an invitation for treatment, indicating the time of treatment or documents (copies of documents),issued by the Ministry of Health of Russia.
Thus, when crossing the border of the Russian Federation, along with an identity document, it is necessary to present documents issued by a medical organization "confirming the invitation for treatment, indicating the time of treatment (copies of documents).
b) In relation to citizens of foreign states, for whom
the visa-free "procedure for entering the Russian Federation will not apply , in case of a positive decision of the medical" organization regarding the possibility of providing medical services to a foreign citizen in this medical organization, such "medical organization should contact the migration department of the territorial body of the Ministry of Internal Affairs of Russia at the regional level with a petition on issuing an invitation to enter
to the Russian Federation of a foreign citizen or stateless person for the subsequent issuance of an ordinary business visa for the purpose of "treatment".
